The RBP Program is aligned with the workforce credentialing principles of the Association of Public Health Laboratories (APHL) and is adapted to Philippine legal, institutional, and operational contexts. It is designed to professionalize biosafety practice, strengthen institutional and regulatory confidence, and support national laboratory systems through the recognition of verified professional competence and ethical practice.

The program complements existing regulatory frameworks and international certifications, without replacing statutory authority. Adoption of this framework will enable BRAP to advance its mandate in biosafety workforce development and contribute meaningfully to public health protection, research integrity, and laboratory safety nationwide.
