Set of Officers 2020–2022

(referred herein to as “the Board”)

  1. The Board shall be the representative body of the Organization and as such shall hold and manage all funds and activities of the Organization in accordance with the Constitution and By-laws governing these matters. The activities of the Organization shall be managed by the Board that shall be composed of ten (10) trustees. They shall be the President, Vice-President, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Auditor, Assistant Auditor, Public Relations Officer, and the Immediate Past President (Ex-Officio).
  2. The Board has the responsibility to provide appropriate guidance in all of the Organization matters and will act in behalf of the members. It is the responsibility of the Board to review the activities, accomplishments, and financial status of the Organization and to ensure proper and just management of operations.
  3. The members of the Board have the responsibility for the final acceptance of new member and designated alternates. The duties and functions of the various committee chairs (see Consti, Art. VIII, Sec.1) shall be determined from time to time by the Board.
  4. The members of the Board shall serve the Organization for a term of three (3) years (see Consti, Art.V, Sec. 4).

Moreno MMIINDr. Moreno, who has since resigned, served as the Biosafety Officer at St. Luke’s Medical Center in Quezon City and Global City. Until his retirement, he served as Chair of both the Institutional Biosafety Committee and the R&B Biosafety Review Committee. He is a graduate of the Philippine Advanced Biosafety Officers Training (PhABOT) Batch 1 (2011), a member of the Asia-Pacific Biosafety Association, and a co-founder of the Philippine Biosafety and Biosecurity Association, where he served as Founding Secretary for 7 years.

DocMartin, as he is affectionately known among his colleagues, is the Founding and Re-elected President of the BioRisk Association of the Philippines 2015, Inc. (BRAP2015), the Chair of the BRAP Technical Working Group, the Course Developer and Faculty for the UP-NIH-led BEP PhABOT, a peer-reviewer for the Philippine Journal of Pathology, and a member of the Philippines’ Department of Health’s Technical Working Group.

Dr. Moreno’s current primary goal is to analyse, reduce, and periodically monitor biological hazards in all diagnostic, teaching, and research laboratories across the country. Dr. Moreno is serving his second term as BRAP President.

Mr. Ronaldo E. Puno is the Philippine Association of Medical Technologists’ immediate past president (PAMET).

He received his bachelor degree in BS Medical Technology as a full academic state scholar from the University of Santo Tomas and his Master of Business Administration, major in Healthcare from the Ateneo de Manila Graduate School of Business.

He worked as a Chief Medical Technologist at his own Clinical Laboratory, PROLAB Diagnostics, for over two decades. It is reinforced by his active participation in a number of government bodies, including the Department of Health and the Commission on Higher Education. He is also an active member of several international organisations, including the ASEAN Association for Clinical Laboratory Sciences (AACLS) and the International Federation of Clinical Chemistry (IFCC).

Laboratory Management System, Quality Assurance, Clinical Chemistry, and Clinical Microscopy are among his interests.

 

Leila Lany M. Florento, RMT, PhD

Dr. Florento, who is now retired, was the Manager of the Biological Sciences Department of United Laboratories, Inc.’s Medical Affairs Division.

She is actively involved in the Medical Technology organisation and its local and international connections. She is presently the Secretary of the Asia Association of Medical Laboratory Scientists (AAMLS) and the immediate past president of the ASEAN Association of Medical Laboratory Scientists.

Clinical Laboratory Sciences (AACLS), the Philippine Radioisotope Society, and the Philippine Association of Medical Technologists, Inc. (PAMET).

Dr. Florento is a member of the Philippines’ Technical Working Group and Task Force of the National Framework of the National Health Laboratory Network. She formerly served as the chair of the Technical Committee of Medical Technology Education, as well as a member of the Technical Panel for Health Professional Education and the CHED Regional Quality Assessment Team.

 

Ariel Angelo B. Aquino

Ariel now works as a journal editor for Wiley-Blackwell and Elsevier, where he is responsible for globally approved scientific, medical, technical, and academic publications. He is the module creator and editor of St. Luke’s Biosafety Academy’s Biosafety Training Courses, as well as an editor of the St. Luke’s Healthcare Journal, and is now the copy editor of Dr. Moreno’s multiple Seminars/Workshops modules.

Sir Ariel, as we all know him, received a BEP CRDF Global grant to present BRAP in a poster session at the 2016 Asia-Pacific Biosafety Association Annual Conference in Siem Reap, Cambodia.

Luella A. Vertucio, RMT

luellaPresently a member of the Providence Hospital Inc. Risk and Safety Management and Waste Management Committees, she is also an affiliate of the Philippine Advisory Committee of the American Society of Clinical Pathology- International (ASCPi), a council member of the Asean Association of Clinical Laboratory Sciences (AACLS), and an assessor and auditor for ISO 15189 –Laboratory – PAO –DTI.

Earning her baccalaureate degree in BS Medical Technology from Centro Escolar University, Ms. Luella has been practicing her profession as a Registered Medical Technologist for almost twenty five years. Within these years she handled Blood Banking Section and Hematology Section as Section Supervisor before becoming the Chief Medical Technologist of De Los Santos Medical Center – Department of Pathology and Laboratory Medicine. She is currently the Chief Medical Technologist and Laboratory Manager at the Providence Hospital Inc. – Department of Pathology and Laboratory Medicine.

Miss Luella is a former officer and board member of the Philippine Association of Medical Technologists (PAMET).

Sir Olie to most of his colleagues is a Doctorate student in Medical Technology at University of Santo Tomas and has extensive training and background in laboratory biorisk management, biosafety and biosecurity. He completed the Philippine Advanced Biosafety Training Course in 2016 and is a recipient of the ASEAN grant for professional certification in biorisk management and a certified professional in biorisk management under the auspices of the International Federation of Biosafety Associations (IFBA).

He is currently affiliated with the University of Santo Tomas, Faculty of Pharmacy, Department of Medical Technology and is working extensively with various professional organizations such as the Biorisk Association of the Philippines, Philippine Association of Medical Technologists and Philippine Association of Schools of Medical Technology and Public Health. He is passionate in advocating laboratory biosafety and biosecurity in the academe and clinical practice and had delivered extensive trainings, lectures and actual practice as a biosafety officer in the said discipline.

 

Larry Jay B. Langaman, RMT

Mr. Langaman is a Davao-based Medical Technologist certified by PRC and ASCP. He previously held managerial positions of various ancillary units prior to his early retirement from hospital operations for 16 years. He currently manages a Water Testing Laboratory and holds key positions for professional organizations such as PAMET, BRAP and RLN-DOH.

Prior to joining BRAP, he actively supports Biosafety and Biosecurity advocacies particularly in Mindanao area.

 

 

Louie Berlin C. Cadao, RMT, IFBA PC

Mr. Louie Berlin C. Cadao is the current Chairman of Biosafety Committee of St Luke’s Global City and the Vice President of Philippine Society for Histotechnology.

He earned his baccalaureate degree of BS Medical Technology from University of Santo Tomas and took a Basic Management Program at the Asian Institute of Management and vast training on histopathology, cytology and immunohistochemistry both local and abroad.

He is currently spending over a decade as chief medical technologist for surgical pathology and phlebotomy section in St Luke’s Medical Center Global City. He is also one of the receivers of Asean grants to be certified biosafety practitioner by International Federation of Biosafety Associations (IFBA) and NFS Biosafety Cabinet Field Certifier Basic Accreditation Program. He is also a certified International Biological substance shipper on IATA standard and a certified safety officer 2 (SO2) practitioner on BOSH by DOLE.

His areas of interest include laboratory management system, surgical pathology, immunohistochemistry, molecular pathology, phlebotomy, biosafety and occupational health safety standards.
