Set of Officers 2016-2019

(referred herein to as “the Board”)

  1. The Board shall be the representative body of the Organization and as such shall hold and manage all funds and activities of the Organization in accordance with the Constitution and By-laws governing these matters. The activities of the Organization shall be managed by the Board that shall be composed of ten (10) trustees. They shall be the President, Vice-President, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Auditor, Assistant Auditor, Public Relations Officer, and the Immediate Past President (Ex-Officio).
  2. The Board has the responsibility to provide appropriate guidance in all of the Organization matters and will act in behalf of the members. It is the responsibility of the Board to review the activities, accomplishments, and financial status of the Organization and to ensure proper and just management of operations.
  3. The members of the Board have the responsibility for the final acceptance of new member and designated alternates. The duties and functions of the various committee chairs (see Consti, Art. VIII, Sec.1) shall be determined from time to time by the Board.
  4. The members of the Board shall serve the Organization for a term of three (3) years (see Consti, Art.V, Sec. 4).

 

The Board

Miguel Martin N. Moreno II, MD, CBP
Founding President, BioRisk Association of the Philippines

Moreno MMIINDr. Moreno is the Biosafety Officer of St. Luke’s Medical Center, Quezon City & Global City. He is Chair of both the Institutional Biosafety Committee and the R&B Biosafety Review Committee.  He is an alumnae of the Philippine Advanced Biosafety Officers Training (PhABOT) Batch 1, (2011), a member of the Asia-Pacific Biosafety Association and a co-founder of- and performed as Founding Secretary of the Philippine Biosafety and Biosecurity Association for 7 years.

DocMartin, as he is fondly called by his peers, is the Founding President of the Biological Risk Association Philippines (BRAP), Chair of the BRAP Technical Working Group, Course Developer and Faculty for the UP-NIH-led PhABOT, a peer-reviewer for the Philippine Journal of Pathology and a member of the Dep’t of Health’s Task Working Group for the development of the Philippine Manual of Standards and Guidelines for Biosafety and Biosecurity.

Dr. Moreno’s current main focus is to assess, mitigate upon and monitor regularly the biological risks in all diagnostic, teaching and research laboratories nationwide.

 

John Mark Velasco, MD, MPH, CBP, MSc (Clinical Trials), DTM&H

velascoDr. Velasco is a graduate of the Philippines Advanced Biorisk Officers Training Course (PhABOT) 2.0. He is currently the regional clinical investigator for the Department of Virology, USAMD-AFRIMS and biosafety officer of the AFPMC-AFRIMS Collaborative Molecular Laboratory in Quezon City.

Dr. Velasco is a recipient of several national awards some of which are, Philippines National Academy of Science and Technology (NAST), Outstanding Young Scientist (OYS) for Public Health (2014), The Outstanding Young Men (TOYM) for Medical Science and Public Health (2014), University of the Philippines Alumni Association Distinguished Alumni Award for Medical Science Research (2016).

 

Leila Lany M. Florento, RMT, PhD

Florento LLDr. Florento is the Manager of Biological Sciences Department, Medical Affairs Division of United Laboratories, Inc.

She is actively involved in Medical Technology organization and its linkages both locally and internationally.  She is currently the Secretary of Asia Association of Medical Laboratory Scientists (AAMLS), immediate past president of ASEAN Association of Clinical Laboratory Sciences (AACLS), former president of Radioisotope Society of the Phils., and a former president of Philippine Association of Medical Technologists, Inc. (PAMET).

Dr. Florento is a member of the Technical Working Group and Task Force of National Framework of the National Health Laboratory Network in the Philippines. She was formerly the chair of Technical Committee of Medical Technology Education and member of Technical Panel for Health Professional Education and member of CHED Regional Quality Assessment Team.

 

Ariel Angelo B. Aquino

Aquino_ArielAngeloAriel is currently a journal editor for Wiley-Blackwell and Elsevier, where he handles internationally accepted scientific, medical, technical, and scholarly articles. He is also the module developer and the editor of the Biosafety Training Courses of St. Luke’s Biosafety Academy in which he also served as an editor of the St. Luke’s Healthcare Journal & editor of Dr. Moreno’s PAMET Seminars/Workshops modules.

Ronaldo E. Puno, RMT, MBA-H

Puno RE2Mr. Ronaldo E. Puno, is the current National President of the Philippine Association of Medical Technologists (PAMET).

He earned his baccalaureate degree of BS Medical Technology from the University of Sto. Tomas as full academic state scholar and his Master in Business Administration, major in Healthcare degree from Ateneo de Manila Graduate School of Business.

He spent over two decades as Chief Medical Technologist in private practice in his own Clinical Laboratory – PROLAB Diagnostics. It is complemented by his meaningful involvement in various government agencies such as the Department of Health and Commission on Higher Education. He is also actively involved in different international organizations such as the ASEAN Association for Clinical Laboratory Sciences (AACLS) and International Federation of Clinical Chemistry (IFCC) among others.

His areas of interest include Laboratory Management System, Quality Assurance, Clinical Chemistry and Clinical Microscopy.

 

Plebeian “Eian” Bautista Medina, RMT, MSMT, CBO

Eian served the Rabies Research and Special Pathogens Laboratory of the Research Institute for Tropical Medicine as Senior Science Research Specialist for more than ten years. Since then, he has been responding to the laboratory challenges of rabies and other emerging and re-emerging viral zoonotic diseases as a medical technologist. With his experience in handling high risk pathogens, he has found his passion in the science of biological safety and security through his trainings as Biosafety Officer (PhABOT Batch 3, 2015).

Eian is currently engaged in inspiring people towards an evident culture of biosafety specifically in resource limited laboratories of the country.

 

Fidelino F. Malbas, Jr., DVM
Auditor, BioRisk Association of the PhilippinesFounding Member, BRAP

Malbas FFDr. Malbas is the Head of the Research Institute for Tropical Medicine (RITM) Veterinary Research Department. He is currently the Chair, RITM Training Technology Transfer Review Committee,  Member of the RITM Biosafety and Biosecurity Committee; Member of the RITM Institutional Animal Care and Use Committee (IACUC).

Dr. Malbas is a recipient of 2016 RITM Praise Pag-asa Award; recipient of Aus Aid Short Term Fellowship Award Program from the Australian National University, Fellow of the Philippine College of Laboratory Animal Medicine; Chair, Animal Research Unit, De La Salle University Health Sciences Institute, Dasmariñas City Cavite Campus; Former IACUC Subcommittee Chair, DOST-Food and Nutrition Research Institute; Former President and Board of Director, Philippine Association for Laboratory Animal Science (PALAS).

 

Luella A. Virtucio, RMT

luellaMiss Luella is the current National Vice President of the Philippine Association of Medical Technologists (PAMET).

Presently a member of the Providence Hospital Inc. Risk and Safety Management and Waste Management Committees, she is also an affiliate of the Philippine Advisory Committee of the American Society of Clinical Pathology- International (ASCPi), a council member of the Asean Association of Clinical Laboratory Sciences (AACLS), and an assessor and auditor for ISO 15189 –Laboratory – PAO –DTI.

Earning her baccalaureate degree in BS Medical Technology from Centro Escolar University, Ms. Luella has been practicing her profession as a Registered Medical Technologist for almost twenty five years. Within these years she handled Blood Banking Section and Hematology Section as Section Supervisor before becoming the Chief Medical Technologist of De Los Santos Medical Center – Department of Pathology and Laboratory Medicine. She is currently the Chief Medical Technologist and Laboratory Manager at the Providence Hospital Inc. – Department of Pathology and Laboratory Medicine.
