2. Introduction
The BRAP Registered Biorisk Professional (RBP) Program© is a competency-based professional credentialing program established by the BioRisk Association of the Philippines (BRAP) to recognize professionals demonstrating competencies in biosafety, biosecurity, and biorisk management.
The program supports professional development, promotes harmonized standards, and strengthens institutional and national capacities for safe and secure biological risk management.
The credentialing framework aligns with competency-based professional recognition principles and supports multidisciplinary and One Health approaches involving laboratory, health, veterinary, environmental, agricultural, research, and related sectors.

12. Continuing Professional Development
RBP holders are encouraged to continuously engage in biosafety, biosecurity, and biorisk management training, education, research, leadership, and professional contribution activities.
BRAP Credit Units (BCUs) and CPD activities support professional growth but do not automatically guarantee credential approval or renewal.
12.1 Training Assessment and BRAP Credit Units (BCUs)
Training assessment and professional recognition under the RBP Program are based on the BCU system, which serves as a standardized measure of learning load, competency relevance, and professional development in biorisk management.
BCUs support consistent and competency-based recognition across training, workshops, professional development activities, and continuing education programs.
12.2 Minimum BCU Expectations

BRAP-delivered and CPD-accredited activities may be credited toward BCU requirements. External training activities may also be evaluated based on relevance, duration, and alignment with biorisk management competencies.

13. Fees and Administrative Structure
The RBP Program adopts a competency-based and standardized fee structure designed to support fair, transparent, and sustainable credentialing processes.

- Payment of fees does not guarantee approval or certification.

- BRAP reserves the right to periodically review and revise fees as necessary.
14. Ethics and Professional Conduct
All RBP holders are expected to uphold professional integrity, ethical conduct, responsible biosafety and biosecurity practice, and compliance with institutional and national regulations.
15. Scope of Practice and Institutional Context
The RBP Program is a professional competency framework intended to support biosafety, biosecurity, and biorisk management practice within institutional, professional, and regulatory environments.
RBP designation complements existing professional and regulatory systems and does not replace the mandates of government regulatory authorities or professional licensure bodies.
RBP holders perform their functions within the scope of their institutional appointments, professional responsibilities, and applicable laws, regulations, and organizational policies.
Technical participation in activities such as inspections, audits, emergency response, training, and advisory work shall be undertaken in coordination with appropriate institutional or regulatory authorities.
16. Frequently Asked Questions
1. Is BRAP membership required to apply for the RBP Program?
Yes. Active BRAP membership is a mandatory requirement for all applicants prior to submission and evaluation of RBP applications.
2. Who is eligible to apply for the RBP Program?
The Program is open to qualified professionals from relevant fields such as veterinary medicine, medicine, public health, laboratory sciences, agriculture, environmental health, microbiology, biotechnology, and related disciplines. Applicants may include personnel from government, private sector, academic, research, and industrial institutions, subject to compliance with eligibility and documentary requirements.
3. Can students apply for the RBP Program?
No. The RBP Program is designed for professionals with verified academic qualifications and relevant work experience. Student applications are not accepted under the current framework.
4. What competencies are assessed in the RBP evaluation?
Applicants shall be assessed across the following domains: education, professional experience, technical competency, continuing professional development (CPD), leadership and professional contribution, professional ethics and standing, and interview or scenario-based evaluation.
5. What is the evaluation timeline for the RBP Program?
The evaluation process shall be completed within an estimated timeframe of one (1) to six (6) months, depending on the completeness of submitted documents, validation requirements, and scheduling of assessment activities.
6. Is there a fixed application schedule?
Yes. Applications shall be processed through a scheduled call for applications with defined submission deadlines. Only applications submitted within the prescribed period shall be considered for evaluation.
7. How are applications submitted?
Applications shall be submitted through official BRAP-designated channels, including online submission systems or accredited institutional coordinators, as specified in each application cycle.
8. Is the RBP credential equivalent to a professional license?
No. The RBP credential is a competency-based professional certification and does not replace statutory professional licensure. It serves as formal recognition of expertise in biosafety, biosecurity, and biorisk management.
9. What is the validity period of the RBP credential?
The RBP credential shall be valid for five (5) years from the date of issuance, subject to compliance with renewal and continuing professional development requirements.
10. How is renewal of the RBP credential conducted?
Renewal shall be based on compliance with BRAP-prescribed requirements, which may include updated documentation of practice, continuing professional development (CPD), BRAP Credit Units (BCUs), and satisfactory professional standing.
11. What are the benefits of obtaining the RBP credential?
