Laboratory Leadership Competency Framework

Lab Leadership Competency FrameworkWe want to share with you the Laboratory Leadership Competency Framework which has been released from the Global Laboratory Leadership Programme (GLLP). The Laboratory Leadership Competency Framework aims at harmonizing and building global consensus on the critical laboratory leadership competencies applicable across the human, animal, environmental and other relevant health sectors. It outlines these essential competencies needed for laboratory leaders to build sustainable national laboratory systems: Laboratory system; Leadership; Management; Communication; Quality management system; Biosafety and biosecurity; Disease surveillance and outbreak investigation; Emergency preparedness, response and recovery; and Research.

Overview

The purpose of the Laboratory Leadership Competency Framework is to outline the essential competencies needed for laboratory leaders to build sustainable national laboratory systems that improve disease detection, control and prevention efforts in health systems around the world.

The Framework consists of nine competencies:

  • Laboratory system
  • Leadership
  • Management
  • Communication
  • Quality management system
  • Biosafety and biosecurity
  • Disease surveillance and outbreak investigation
  • Emergency preparedness, response and recovery
  • Research

This Framework takes a multisectoral One Health approach addressing the entire “National Health Laboratory System”, defined as networks that include human, animal, environmental, agricultural, food, and chemical laboratories in support of health systems. Recognizing that improving coordination between human, animal and environmental health has reciprocal benefits and will lead to stronger health systems, the Framework is therefore designed to build bridges, enhance communication, foster collaboration and develop an understanding of existing synergies between the human, animal and environmental health sectors.

Biosecurity tools and resources

We would like to share the availability of several helpful biosecurity tools and resources from the Biosecurity Office, RVIM, Netherlands National Institute for Public Health and Environment.
The Self-Scan Toolkit and Vulnerability Scan are 2 web applications that are useful for organizations to identify biosecurity strengths, weaknesses and vulnerabilities. Please refer to the attached articles for a further description and both applications can accessed at the following link:
Also here is an article “Development of a Biosecurity Checklist for Laboratory Assessment and Monitoring” (Click here to download) which was developed by Dutch and Malaysian experts to assist organizations in assessing their biosecurity capacity.
