Set of Officers 2023–2025
(referred herein to as “the Board”)
- The Board shall be the representative body of the Organization and as such shall hold and manage all funds and activities of the Organization in accordance with the Constitution and By-laws governing these matters. The activities of the Organization shall be managed by the Board that shall be composed of ten (10) trustees. They shall be the President, Vice-President, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Auditor, Assistant Auditor, Public Relations Officer, and the Immediate Past President (Ex-Officio).
- The Board has the responsibility to provide appropriate guidance in all of the Organization matters and will act in behalf of the members. It is the responsibility of the Board to review the activities, accomplishments, and financial status of the Organization and to ensure proper and just management of operations.
- The members of the Board have the responsibility for the final acceptance of new member and designated alternates. The duties and functions of the various committee chairs (see Consti, Art. VIII, Sec.1) shall be determined from time to time by the Board.
- The members of the Board shall serve the Organization for a term of three (3) years (see Consti, Art.V, Sec. 4).

Mr. Ronaldo Esguerra Puno, President of Biorisk Association of the Philippines (BRAP), is also Vice-President of Asian Association of Medical Laboratory Scientists (AAMLS) and Council of Professional Health Associations (COPHA). He holds a BS in Medical Technology from the University of Santo Tomas and an MBA-H from Ateneo de Manila Graduate School of Business. Certified in Biorisk Management by IFBA, he completed training with ASCP, University of the Philippines, and Research Institute for Tropical Medicine. Engaged in various biosafety projects, he co-led the publication of BRAP-PAMET Biosafety Guidance on COVID-19 Testing in 2020. A multi-awarded medical technologist, he advocates for the advancement of his profession and biorisk management awareness.
Oliver Shane R. Dumaoal, RMT, MSMT, CBP, IFBA PC

Oliver Shane Dumaoal, a faculty member at the University of Santo Tomas, holds a Master of Science in Medical Technology and is pursuing a Doctor of Philosophy in the same field. He’s certified as a Biorisk Officer and completed advanced training at the National Institutes of Health, supported by the United States Department of State Biosecurity Engagement Program. Additionally, he’s certified in biorisk management by IFBA and is a subject matter expert at the National Training Center for Biosafety and Biosecurity. He serves as Biosafety Officer at various medical laboratories and holds leadership positions in national professional organizations, including Vice President of the Biorisk Association of the Philippines.
Ariel Angelo B. Aquino

Ariel is the BRAP Founding Assistant Secretary, now the Secretary under this administration. He is also one of the founding pillars of BRAP together with Sir Ronnie Puno, Dr. Leila Florento, Dr. Socorro Lupisan-Moreno and founding president Dr. Martin Moreno.
He holds distinguished roles as a Journal Editor for eminent publishing houses Wiley-Blackwell and Elsevier, stewarding an expansive range of internationally acclaimed scientific, medical, technical, and academic works. As the visionary force behind the St. Luke’s Biosafety Academy, he architected and curated their groundbreaking Biosafety Training Courses. Additionally, he served as editorial finesse to the St. Luke’s Healthcare Journal for 8 years, while also serving as the coveted Copy Editor for Dr. Moreno’s multifaceted seminars and workshop modules to this date.
Recognized for his contributions, he was honored with a prestigious BEP CRDF Global grant, which propelled him to introduce and present BRAP at the esteemed 2016 Asia-Pacific Biosafety Association Annual Conference held in Siem Reap, Cambodia.

Leila Lany Monserrat-Florento is a founding member and the current assistant secretary of BRAP. She is a member of PRC Professional Regulatory Board for Medical Technology. She is an alumna of University of Santo Tomas with BSMT, MS in Biological Sciences Education and Doctor of Philosophy in Biological Sciences. She also holds IFBA Professional Certificates in BRM and RA, ASCP Laboratory Management Certificate and IATA Certificate. She actively participated in different organizations both locally and internationally. She served as PAMET President and now sits as member of advisory board. Several distinguished awards and recognitions were conferred on her for notable contributions.

Founding Assistant Treasurer

Michaella B. Sayo graduated with a degree of Bachelor of Science in Medical Technology from Centro Escolar University. In September 1995, she took and passed the Board Exams for Medical Technology. She began her career as an Assistant Division Chief at United Doctors Medical Center and has now worked in Clinical Laboratory practice for nearly 26 years. She spent the majority of her career in Immunology/Serology, Hematology, Microbiology and Molecular Diagnosis. In September 2021, she received a Professional Certification in BioRisk Management from the International Federation of Biosafety Associations (IFBA) in Ottawa, Ontario, Canada. In September 2022, she attained her Master of Science in Medical Technology from the Philippine Women’s University. She is an active member of PAMET and served as President of the PAMET Bulacan Chapter for three years (2013-2016), during which time she was able to enlist the Chapter into the Hall of Fame for its excellent contributions to the organization. She received the PAMET Distinguished Service Award at the Regional Level in July 2017.
She is the Assistant Chief Medical Technologist and the Bulacan Medical Center Laboratory Department’s Biosafety Officer. She is currently assigned to the BMC-Bulacan Molecular Diagnostic Laboratory, which conducts COVID-19 testing.
Lito G. Atienza, RMT

Lito G. Atienza is a graduate of BS Medical Technology at Lyceum of Batangas now Lyceum of the Philippines University. He is the former PAMET Laguna President, South Luzon Director and National PRO Committee on Chapters.
Currently, he is one of PAMET National Directors handling Committee on Publication. He is also the Assistant Treasurer of the BioRisk Association of the Philippines and handling Committee on Social Responsibility and Outreach Program. He is the chief medical technologist of Ulink Medical and Diagnostic Center.

Louie Berlin Cadao is a Certified Biosafety Professional, distinguished Medical Technologist, and seasoned laboratory scientist with over 17 years of progressive experience at St. Luke’s Medical Center. Holding a Bachelor of Science in Medical Technology from the University of Santo Tomas, he has demonstrated exceptional leadership as the Chief Medical Technologist and Biosafety Officer at his medical center. Louie has a keen commitment to excellence, overseeing quality assurance, internal audits, and technical activities at the Institute of Pathology.
Furthermore, Louie’s expertise is underscored by his status as a Certified Biosafety Professional recognized by the International Federation of Biosafety Associations (IFBA). His pursuit of excellence extends to academia, having taken management studies at prestigious institutions such as the Asian Institute of Management and Singapore Management University. His contributions to the field also encompass a role as an educator, notably conducting workshops on biosafety, histopathology, molecular pathology, and more.
Louie is an active board of trustee and officer of esteemed organizations including the Philippine Association of Medical Technologists (PAMET) and the BioRisk Association of the Philippines 2015, Inc. (BRAP2015), and he also serves as the founding vice president of The Philippine Society of Histotechnology (PSH). His dedication to biosafety, laboratory science, Histopathology, education, and innovative medical practices continues to elevate healthcare standards, profoundly impacting the medical community.
Larry Jay B. Langaman, RMT, CBP, IFBA PC

Larry Jay Langaman is a Davao-based medical technologist certified by PRC, ASCP, and IFBA. His professional experience expands from hospital operations, academe, organizational development, competency trainings, to advisory and consultancy roles. He is currently affiliated with various institutions in Regions XI and XII and holds key positions for professional organizations such as PAMET, BRAP, and RLN-DOH. Prior to joining BRAP, he actively supports biosafety and biosecurity advocacies particularly in Mindanao area.
Jose M. Obedencio Jr., DVM, MS, PhD, CBP, IFBA PC

Dr. Jose M. Obedencio, Jr. is a veterinarian, educator, and lecturer. In 2016, he received his certification as a Certified Biosafety Officer as a member of Batch 4 of the Philippine Advanced Biorisk Officers Training. He received his IFBA Professional Certification in Biorisk Management in 2021. Dr. Obedencio has a Doctor of Veterinary Medicine degree from Central Mindanao University. He earned his Master of Science in Veterinary Medicine from the University of the Philippines Los Baños, as well as his Doctor of Philosophy in Animal Science from Central Mindanao University. He is currently an Associate Professor at Central Mindanao University.

In the realm of biosafety and biosecurity, where the delicate balance between scientific advancement and global well-being hangs in the scales, stands a titan of the field. For over 18 years, Dr. Moreno has been a guiding force, a luminary whose contributions have profoundly shaped the landscape of biological risk management in the Philippines. A physician, scientist, and certified biosafety professional of exceptional caliber, our speaker’s impact extends far beyond his native land.
As the founding president of the BioRisk Association of the Philippines (BRAP)in 2015, he has spearheaded remarkable advancements in the specialty. His expertise is globally recognized, stemming from his early achievements, including being amongst the inaugural class of graduates from the US Department of State’s prestigious Biosecurity Engagement Program’s Advanced Biosafety Officers training in 2011. A lifetime member of both BRAP and the Asia-Pacific Biosafety Associations, he also holds memberships in the American Biological Safety Organization (ABSA) and the Canadian Association for Biosafety (CABS). Currently, he presides over the International Federation of Biosafety Associations (IFBA) Board, championing safe practices and ethical standards on a world stage.
Dr.Moreno’s impressive legacy is further illuminated by a distinguished record of accolades:
* Recipient of a Presidential Citation in 2008 from the Philippine Medical Association (PMA) for his exceptional service as Most Outstanding Society President of the Makati Medical Society (MkMS).
* Co-founder of the Philippine Biosafety and Biosecurity Association (2008).
* Awarded MkMS’s Most Outstanding Physician in 2011, an honor mirrored by the PMA’s Most Outstanding Physician award that same year.
* Founder of BRAP in 2015.
* Honored as a Biosafety Hero by the International Federation of Biosafety Associations in 2016.
* Elected Vice-Chairman of the IFBA Board of Directors in 2020, and subsequently unanimously elected Chairman in 2023 to the present.
